SYMPTOM:

You click on a shortcut to a website that's on your desktop or Start Menu and IE doesn't open (the icon shows background activity & never stops)

CAUSE:

Corrupted Registry keys

SOLUTION:

If you have Mozilla FireFox installed (install it if you don't) Open FireFox.
Click on Tools menu, select Options, then Advanced tab.
Click on (Make Firefox the default browser), Close Firefox.
Open Internet Explorer, it will prompt you to make it the default browser (DO so, make IE the default browser) Close IE
Restart the computer. Done.
